This is sheet music, not a penny dreadful. The document is "The Holy City," a sacred song composed by Stephen Adams with lyrics by F. E. Weatherly, published by Boosey & Co. in 1892. The song is available in four transposed keys (Ab, Bb, C, and Db) and was famously sung by tenor Edward Lloyd. The text describes a dream vision: the narrator stands in old Jerusalem hearing children sing "Hosanna"; the scene darkens as a cross appears on a lonely hill; finally, a new Jerusalem emerges beside a tideless sea, glowing with divine light and welcoming all who enter. The refrain "Jerusalem! Jerusalem!" punctuates three verses depicting these progressive spiritual transformations.
