This is not a Victorian penny dreadful. The text is Volume IV of Memorials: Correspondence of Charles James Fox, edited by Lord John Russell. Published in London by Richard Bentley and printed by Bradbury and Evans, it contains diplomatic and political correspondence from 1803–1804, chiefly Book VII. The material includes letters by Fox to various correspondents (notably R. Adair and Dennis O'Brien) discussing contemporary political affairs: Fox's views on the renewal of war with France, his assessment of Bonaparte's intentions and Britain's foreign policy, his relations with the Grenville faction, and strategic disagreements regarding military conscription and naval blockades. Fox also discusses the Prince of Wales's political ambitions and various parliamentary factions (Windham, Pitt, Addington). The volume presents Fox's political opinions as expressed in private correspondence rather than published narrative.
